I agree. The way he phrases it is strange to me too. Although, he might have used negative politeness because he isn't sure you all are still friends, in case you all had a falling out or just the simple fact that you all haven't spoken to each other for a significant amount of time. A possible perlocution that he is producing is causing you to respond to his email by asking a strange question. Also, he want's conformation that you still want to be friends and want to communicate with him. Finally, if you all did have some kind of faling out his question might be a way of apologizing. Like he is implying "Hey I'm sorry and I want to be close friends again, do you?"

that is a strange question to ask--could he be joking around with you? "are you still out there in internet land" is kind of a funny question, followed by another funny question, 'do you want to communicate', because he is communicating. some perlocutions: to respond, or not to respond
That is a rather strange email. It's almost a pradox as well because obviously you are still out there in internet land or he wouldnt be able to email you! I think he is using negative politeness due to the fact that you all arent "friends" anymore, so he s trying to be a little more formal. Its a fine line, but I think he feels he needs to be fomal about approaching you. I agree with leslie about the perlocutions... either to respond and "communicate" or not.
